Peter B Silvain
Peter B. Silvain, Ph.D., age 76, of Ormond Beach, Florida, and a resident of Plantation Bay since 1999, passed away Wednesday, October 5, 2016, from complications of kidney disease. He is survived by his wife and business partner of 32 years, Pamela J. Silvain, Ph.D., his son, Peter B. Silvain, Jr., a Federal Judge in Cincinnati, Ohio, his daughter-in-law, Allison L. Silvain, JD, and three beautiful grandchildren. He is also survived by his two step children, Suzanne M. Johnson of Ithaca, New York, and Bradley A. Johnson of San Francisco, CA. Peter was born in White Plains, New York in 1940, and graduated from Archbishop Stepinac High School. Upon graduation, he joined the US Marines in 1958, and served in Philadelphia, PA, operating both IBM and UNIVAC computer systems. He entered the New York State Police in 1962, and served in troops K, G and H. Peter helped manage the introduction of computers into the NYSP. After serving with the NYSP, he became an organized crime intelligence specialist for New York State. He received the American Express Police Science and Technology Award for his design of the New York State Organized Crime Intelligence System. The program tracked organized crime members and their activities. In 1969, Peter and his family moved to Washington, D.C., where he taught Police Management and Computer Systems and Law Enforcement for the International Association of Chiefs of Police (IACP). In 1972, he began serving as Chief Law Enforcement Officer for the Department of Interior’s Bureau of Land Management (BLM). He was instrumental in hiring the first BLM federal agents, whose responsibility was to patrol and protect 450 million acres of federally owned land in the United States. He retired from government service in 1979, after being injured during a criminal investigation. After a period of retraining, he earned his doctoral degree, and the Silvain’s founded a forensic science consulting firm, MEDPsych Systems in 1983. They provided educational seminars and consulting services to the law and insurance industries in matters of psychological injury including organic brain syndrome and emotional harm claims. They co-authored a legal textbook, The Defense Deposition Atlas, (2nd edition, 2003). They also served on the faculty of the Department of Psychiatry at the Georgetown University School of Medicine until 2007. Arrangements are under the careful care of Lohman Funeral Home Ormond.
